Man, why couldn't he just wait till the last 30 minutes of his Administration and bury it in a midnight flurry of pardons for all his buddies in one huge mass, like the last guy (http://en.wikipedia.org/wiki/Bill_Clinton_pardons_controversy#Pardons_and_commutations_signed_on_final_day_in_office)?

This is second-hand, but "a pardon would mean that Libby was no longer exposed to criminal sanctions and thus had no Fifth Amendment privilege. As it stands he has a fine and probation at stake during the pendency of the appeal which insulates him (and Bush and Cheney) from having to answer questions before Congress."
