First tainted pet food, then tainted toothpaste, and now tainted fish.  Why isn't Jack Bauer protecting us from the Chinese?

Because they're our frenemy. Economically, China and the US are best buddies. American corps have their hands deep in China's pockets and visa versa. Militarily, it's almost a cold war, with China trying like hell to outdo us in espionage, military force and ability to conduct warfare in space.
