I'm not surprised if he is. His halting way of delivering prepared speeches is more in line with somebody pausing between receiving chunks of information rather than a reader's habit of pausing between clauses or at the end of text lines.
When he's using it for a prepared speech, it's just sad, but not much more than that. At a debate, it's cheating.

In the interest of giving the benefit of a doubt to somebody who doesn't deserve one, he may only be wearing an in-ear stage monitor (http://www.musiciansfriend.com/srs7/g=live/search/d=tp?q=in+ear+monitor+wireless+personal). Although if that were the case it seems to me the campaign would have said as much by now.
