Some day there could be, but probably not soon. The names are selected from fixed, internationally agreed lists that happen not to include your suggestions. If there were an especially destructive storm that happened to get one of the currently-listed L or J names (such as Lorenzo or Josephine) then they would retire its name and choose a new one for the list, at which point I see no reason why Jumaine or Latisha wouldn't qualify as possibilities. Normally storms can have their names reused, though. Looking at the lists, it appears they're making some effort to choose any new names to be culturally appropriate to the particular region in question, although the mix is skewed by legacies from an earlier, more Eurocentric scheme. I remember seeing a "news" item last summer about some organization or group -- African-American, I believe, but not the NAACP -- complaining that the storm names were too Western European.
