I'm not surprised if he is. His halting way of delivering prepared speeches is more in line with somebody pausing between receiving chunks of information rather than a reader's habit of pausing between clauses or at the end of text lines.

When he's using it for a prepared speech, it's just sad, but not much more than that. At a debate, it's cheating.

I approve of Tom Tomorrow's (http://www.thismodernworld.com/weblog/mtarchives/week_2004_10_03.html#001793) advice that the Dems jam the signal.
