A second-hand report says that the words used were, more exactly, "I will be circumscribe, er, cise..."

I use "circumscribe" in this context all the time.

palecur says that this doesn't make me a horrible person, but I think he's lying.

Either he means "circumspect," in that he'll be thinking carefully of the implications of what he's saying, or he means "circumcise," in that his comments will be more ceremonial than practical, and he'll do his best to keep them short, but he hopes not painfully so.

Or possibly "circumflex."
