It's just the aftereffects of dry skin. The skin contracts more or less uniformly as it loses moisture, leaving a hexagonal pattern of cracks. Apparently enough time has passed since this occurred that the fissures have sealed over with new red skin. If you were scientifically minded, you could figure these things out for yourself.
