You're using a funny version of "tolerate" here. I would take "tolerate" as "ignore it and it'll get better eventually". Dubya's trying to spur the economy with his tax cut package; say what you will about the quality of his notion, but the fact that he's trying to "spur the economy" leads me to believe that he isn't tolerating it.

"has been for years" technically means it's been so for two or more years, which jibes with the market starting its descent towards the bottom of God's Port-A-Potty in early 2000.
